New diagnostic/error emails

For some versions now WordPress sends automatically diagnostic/error emails.
This even happens from a site in development (localhost), because the production settings were downloaded, too (including the SMTP settings).
While this makes sense on production, it confuses and spams website customers when something doesn’t work on localhost (which happens often because it is a development environment).
How can this feature be disabled for a development ENV?
Can Bedrock include this setting for development environments?

These automatic emails can be disabled by using the WP_DISABLE_FATAL_ERROR_HANDLER constant: define( 'WP_DISABLE_FATAL_ERROR_HANDLER', true );

So I noticed that this has been added to Bedrock but I still have sites that use an older Bedrock version.
