Sage 9 doesn’t use base.php, it uses resources/views/layouts/app.blade.php.
It sounds to me like you’re referencing the Sage 8 docs currently hosted on roots.io, rather than the Sage9 docs on GitHub. Check those out. That should get you going in the right direction.
