Adding Custom CSS

I would like to add a custom CSS file to Roots. I tried dropping it in assets/css/app.css but it doesn’t seem to register. For now I must go into the Wordpress CMS and add it in the Custom CSS category of the Theme for any new CSS to be created.

I tried to modify the init.php, scripts.js and version.js files with no luck. WHERE can my custom CSS live and be quede up?
