Try manually running that command under ECMDERR. If that fails when you need to find out why/fix it.
exactly the same problem here.
if I only try the command under ECMDERR : no more informations available than the screenshot above from rfiedler.
I ran into a similar issue as this one. It turned out I had a new version of XCode that was recently installed and I simply needed open up XCode and accept the license agreement and then it finished its install and everything worked as expected.
