In the getting started document at https://roots.io/getting-started/docs/windows-basic-setup/, I think you should also include php-zip in below command as it is needed by composer.
sudo apt-get install php7.3 php7.3-mbstring php7.3-xml

I agree, I still have a note about php-zip in my installation “log” (WIndows + WSL)
