A good plugin framework like sage for theme creation.
(I never wrote code for wordpress plugin creation).

What i have to use for options of my plugins for administrator ?
For my theme based on roots.io/Sage I use kirki as described in the book of Sage
there’s also http://getherbert.com/ which is quite useful.
