I’ve enabled, but I’m not seeing anything happen in the WP admin. None of the settings are changed and the default post/page still have trackbacks enabled. What does ‘soil-disable-trackbacks’ do exactly?

It disables the trackbacks functionality. You shouldn’t expect to see anything different in the admin.
