`wp core language update` doesn't update plugin language files anymore

For installing the language files of the plugins, wp core language update is run in finalize-after. However, it seems that this doesn’t work anymore. Instead only the core language files are downloaded and WP CLI states after repeated runs Success: Translations are up to date..
The plugins translations are still missing.

Has something changed in Trellis, Bedrock or WP CLI?

The reason was that wp was older than expected, this stems from an update from trellis upstream where wp version is 2.0.1 where some language related commands are still missing.
